Design Your Own Circus Favor Bags
You can have the perfect bags to match your Circus birthday party by making them yourself. This is a relatively inexpensive option but can be expensive depending on how creative you are going to get. Depending on materials you could spend as little as 15 cents per bag or $5 per bag.
